Council Publishes Draft Local Plan for At Least 1,630 New Houses in Wing
Buckinghamshire Council’s Regulation 19 Draft Local Plan proposes at least 1,630 new homes for Wing, supported by a new Stage 4 NESS concept framework and major infrastructure proposals.
Buckinghamshire Council has published its Regulation 19 Draft Local Plan, and the news for Wing is deeply concerning.
The plan formally identifies the 96-hectare NESS018 site to the north-west of Wing for a minimum of 1,630 new homes.
The proposal also includes five serviced Gypsy and Traveller pitches, approximately 1,000 square metres of shops and local services, a new primary school, healthcare provision, community facilities, green infrastructure and major new road schemes.
Alongside the Draft Local Plan, the Council has published a new, later-stage New and Expanded Settlement Study document.
This is not the same NESS assessment published in February 2026. The February report was the Stage 2 Site Pro Formas and Assessment, which examined the constraints, opportunities and relative suitability of Wing and other locations.
The newly released document is the Stage 4 Concept Framework Plans Update. It takes the NESS process further by showing how the Council believes development could be arranged across the site, including housing parcels, roads, green space, a primary school, community facilities and other infrastructure.
