Your Step-by-Step Guide

1. Register or log in

Go directly to the consultation portal:

buckinghamshire.oc2.uk

Select Register at the top of the page to create an account, or Login if you already have one.

During registration, Buckinghamshire Council will email you a security code. Check your spam or junk folder if it does not appear in your inbox.

Once registered, log in to continue.

2. Open the Draft Local Plan consultation

After logging in, select:

Draft Local Plan Regulation 19 Document

You can then open the relevant chapter and begin your representation.

3. Find the Wing proposal

Open:

Chapter 6: Site Allocations

Scroll down to:

NESS018 Wing

Select the Comment button beside NESS018 Wing to begin your representation.

4. Answer the consultation questions

The portal will ask whether you:

• Support or object to the proposal

• Believe the plan is legally compliant

• Consider the plan to be sound

• Believe the duty to co-operate has been met

You can then explain your views in your own words and upload supporting documents or images.

If your first main comment is more than 100 words, the portal will ask you to provide an additional summary of up to 100 words. Later questions do not appear to require a separate summary.

You will also be asked whether you consider it necessary to take part in the examination hearing sessions. Selecting Yes does not guarantee that you will be invited to participate.

5. Review and submit

Review your answers carefully, then submit your comments for that chapter.

Make sure you complete the final submission step. Saving your answers does not necessarily mean they have been submitted.

Once submitted, you can return to the Draft Local Plan and comment on another chapter or policy.

Writing your response

What should I write?

Your response should be personal, clear and based on the issues that matter most to you.

You do not need to write a long or technical statement. Explain why you believe the proposal is unsuitable and how it could affect Wing, the surrounding villages or the wider area.

Possible issues include:

• The scale of development proposed for Wing

• Pressure on roads and increased traffic

• Schools, healthcare and other infrastructure

• Harm to the landscape and countryside

• Loss of productive agricultural land

• Flood risk and sewage capacity

• Effects on wildlife and ancient hedgerows

• Harm to All Saints Church and Castle Hill

• Whether the proposal is supported by adequate evidence

• Whether the development can realistically be delivered

Use your own words wherever possible. A personal response based on your own experience can be particularly valuable.

Understanding "Soundness"

At this stage, Buckinghamshire Council is asking whether the Draft Local Plan is legally compliant and sound.

A plan is considered sound when it is:

• Positively prepared
  Does it meet identified needs for housing, employment and infrastructure?

• Justified
  Is it supported by appropriate evidence, and is it the most suitable strategy when compared with reasonable alternatives?

• Effective
  Can the proposal genuinely be delivered during the plan period?

• Consistent with national policy
  Does it support sustainable development and comply with national planning policy?

A simple response structure:

1. State your position

2. Explain your reasons

3. Refer to evidence or experience

4. Explain what needs to change

Do not simply copy another person’s response word for word. Similar concerns can be expressed in your own way.
