Is the site suitable for the proposed use?

What are the reasons for your answer?
The Parish Council states:
The site lies within an Area of Attractive Landscape, adjoins a Conservation Area and a Scheduled Ancient Monument, and includes a flood plain. There are multiple significant constraints affecting its suitability.
What opportunities or advantages could development of the site bring?
The Parish Council states:
The proposal presents significant challenges rather than opportunities, with wide-ranging negative impacts.
Are there infrastructure issues that would need to be addressed?
The Parish Council states:
Yes. Wing already experiences significant traffic pressures on all routes into and out of the village. The NESS identifies the need for road improvements and a relief road, yet Buckinghamshire Council has indicated there is no funding available.
The NESS also identifies a requirement for around 1,000 additional school places, but again, no funding has been confirmed.
Other than infrastructure, what barriers or challenges exist?
The Parish Council states:
The NESS assessments are based on development of approximately 1,600 homes, not the 2,400+ now proposed. As a result, the findings are not applicable at the proposed scale. The study also contains a number of errors and omissions relating to Wing.
The proposal should be reassessed based on an assumed 2,400 homes and resubmitted for public scrutiny. It also assumes landowners would be willing to sell, which may not be the case.
Existing services are already under pressure: schools are oversubscribed, GP surgeries are at capacity, and the care home is fully occupied.
Are there important environmental features or community assets on or near the site?
The Parish Council states:
The site includes a flood plain, which is likely to expand with climate change, and contains oil pipelines that constrain development. It also adjoins a Scheduled Ancient Monument.
Much of the land is considered by residents to be a valued community asset due to its open landscape.
Has the site previously been promoted for development?
The Parish Council states:
No. For many reasons, it has not previously been considered a suitable location for development.
Have residents or businesses raised concerns about development of the site?
The Parish Council states:
The Neighbourhood Plan highlights the importance of Wing’s landscape setting, particularly views from the south and west, including the low-lying wetland west of Burcott and views along Cublington Road. These features help maintain the village’s rural character.
These landscape considerations have been consistently recognised in previous planning documents, including the 1967 Wing Village Plan, the 2000 Conservation Area Statement, and the 2013–31 Neighbourhood Plan. They emphasise the importance of the village being visually contained within its landscape, with trees and natural features integrating the historic settlement into its surroundings.
The proposed development would remove the natural separation between Wing and Burcott, causing Burcott to lose its identity as a distinct hamlet.
The scheme is not a natural extension of the village, but a separate and substantially larger settlement, connected by a single narrow and steep road. The scale of development would overwhelm existing services and fundamentally change the character of the area.
Finally, the Parish Council reiterates that the NESS only assesses development at around 1,600 homes. Any meaningful consultation on a proposal for 2,400 homes would require a full reassessment, including clear identification of where the additional homes would be located.
